The Prime Minister of Ukraine Arseny Yatsenyuk has no interest in the implementation of reforms as declared in the coalition agreement, considers the former People's Deputy Taras Chornovil. He dwelt on it in his comment to the "GORDON".
"It is difficult to explain the reasons for this: incapacity, unwillingness, inability. Just analyze Arseny Petrovich's activity at all the previous positions. Yatsenyuk always demonstrated himself as a reasonable, polite, and approachable leader who … did nothing. He did not bother anyone, but he did not help either," Chornovil reported.
According to him, the decision to leave Yatsenyuk on the post of prime minister is a big mistake.
"Once Yatsenyuk headed some ministry or department, he did not create problems to anybody – neither to the staff, nor to the neighboring departments. On the contrary, Arseny Petrovich's subordinates even showed an initiative. But when each of one thousand employees realize themselves in a different way, a chaos begins and the structure stops working. At this very moment, Yatsenyuk moved to another executive position as if by magic. The main advantage of Arseny Petrovich is his ability to talk persuasively and to make good plans… On the whole, to remove social stress, explaining everything to average people in a beautiful and understandable manner. But these are only words, there are no results. The decision to leave Yatsenyuk the prime minister is not good for the reforms in Ukraine," Chornovil said.
At the same time, the expert considers that the probability of implementation of reforms as stated in the agreement is 75 to 80%.
"There is a preliminary term for the realization of reforms – 500 days. It is the first term when it is possible to say, if there are obvious results of the reforms or not. I personally estimate the probability of implementation of reforms as declared in the coalition agreement is 75 to 80%. The coalition agreement will firstly ensure the activity of the coalition in the Verkhovna Rada and, secondly, direct the parliament towards the realization of reforms in the country," the politician reported.
According to him, the process of reforms will depend on the political will of the Ukrainian president who will have enough votes in the Rada for their implementation.
"Petro Poroshenko has political will. He wants to go down in history as a reformer. Besides, Poroshenko feels the pressure of the international community and is aware of the threats inside Ukraine, especially social ones. The Verkhovna Rada is a vague responsibility, and the president's position is a very personal responsibility. Poroshenko perfectly understands what will await him if the reforms in Ukraine do not begin.
Chornovil considers that Poroshenko will have enough votes.
"The president has a concrete instrument for the realization of reforms: his faction in the Rada will total 150 to 160 deputies. Poroshenko will also have a certain influence on two deputy groups – "Sovereign European Ukraine" of Igor Yeremeyev and "Economic Development" of Vitaly Homutynnik – and some non-affiliated people's deputies. It means that Poroshenko will have rigid personal control over around 200 deputies. Moreover, other factions also show their interest in reforms," he said.
