Golovaty about Anti-corruption bureau: A problem is that the power is the main vector of corruption
Creation of National anti-corruption bureau as panaceas from corruption is a game and the next example of fetishization of some unclear institute of the power, the ex-Minister of Justice of Ukraine Sergey Golovaty considers.
The national anti-corruption bureau of can provoke certain shifts, but it is not panacea. This was declared in the comment to the "GORDON" by the ex-Minister of Justice of Ukraine Sergey Golovaty.
"I do not know, for example, how this bureau will eradicate corruption in Presidential Administration, in the Verkhovna Rada, the State Office of Public Prosecutor, the Ministry of Internal Affairs, in the Cabinet, among ministers and in the Office", – the former head of Ministry of Justice noted.
In his opinion, the creation of this bureau is a game and the next example of "fetishization of some unclear institute of the power"."Everything looks, as in that old song: "The wizard in the blue helicopter will arrive suddenly and will show cinema free of charge..." And here: they try to show that the head of Anti-corruption bureau will come – and we will have no corruption any more. But it is a bluff", – Golovaty emphasized.
He reported that there is a sufficient legislative base and enough institutes of the power in today which are urged to fight against corruption. "A problem is that the power is also the main vector of corruption. All institutes of the power are deeply corrupted. Both horizontally and vertically. Society is corrupted in general therefore it is unreal to wait that there will be one bureau which in a moment will solve a problem", – the ex-minister summarized.
According to Golovaty, in many other countries such similar institute – is only one of auxiliary tools. "Thus they have a corruption level in society and in authorities one thousand times lower, than we have. It is not necessary to do fetish of that bureau", – the expert emphasized.
