Taking out further external loans by the government is not the best way out of a difficult economic situation. Such opinion in a comment to the “Gordon” was expressed by the Ukrainian diplomat, ex-Minister of Foreign Affairs Vladimir Ogryzko.
"For the government it is easier to receive external loans and shift their servicing to either the following government or the next generation. It is the common mistake of all Ukrainian governments regardless of the flags under which they came”, the diplomat emphasized.
According to the former head of the Ministry of Foreign Affairs, taking out loans is "easy, practical and irresponsible". At the same time Ogryzko notes that in this situation Ukraine desperately needs money, therefore "the desire of the operating government to get it is clear".
"And the next question is whether we should, as the economists say, look down to see that the money is right here, at our feet, all we need to do is just stoop to pick it up", – Ogryzko noted.
The diplomat considers that it is possible to get out of a difficult economic situation without involving international creditors, but the authorities must convince people that placing money into banking institutions is safe.
"I am not an economist, therefore in this case I cannot give completely adequate answers, but having talked to some specialists, I now see it clear that great amount of money is accumulated in the pockets of people, who are simply afraid of entrusting their savings to banks. Therefore, the task of the government is to make that fear disappear", – the former minister summarized.
He also noted that in case actions of the government are adequate, and they manage to convince people not to be afraid to give the money, "of which there are billions", to banks and to the state, the situation will cardinally change.
"Yet if it does not happen and there is no real progress, taking out external loans will be the only way to resolve the situation", – the politician summarized.
