In its response to journalists, NABU confirmed that information had been entered into the Unified register of pre-trial investigations and that a pre-trial investigation had been launched.
"The preliminary legal qualification of the case falls under Article 368-5 of the Criminal Code of Ukraine," the publication quotes law enforcement officials as saying.
According to an extract from the Unified register of pre-trial Investigations, Tkachuk may have acquired real estate registered under the names of relatives. Journalists believe his actions may indicate signs of illicit enrichment.
In April 2025, Oksana Kotomkina, coordinator of the legal publication "Conflicts and Laws", filed a complaint with the High Anti-Corruption Court over NABU’s alleged inaction, the outlet reported. The court accepted the applicant’s arguments and ruled that NABU must investigate signs of a potential offence in Tkachuk’s actions as part of a pre-trial investigation.
"According to the declaration submitted by Tkachuk, published on the NACP website, he lives in an apartment formally owned by his mother. Previously, the property was registered under his father's name. At the same time, the case materials contain no indication that Tkachuk’s parents had the financial means to purchase such a property independently. As noted in the media, the head of the BEB detectives has been residing in this apartment since the building was commissioned, which confirms that the apartment was purchased specifically for him", – the investigators wrote.
They noted that during the construction of this residential building, Tkachuk was serving as a senior operative for especially important cases within the State Fiscal Service.
"It was during this period, on November 30, 2015, that the State Fiscal Service opened criminal proceedings against the developer constructing the building. And by 2017, those proceedings were closed. Thus, the apartment in a building developed by a company under investigation ended up in the ownership of the father of an employee of the very institution conducting that investigation", – the journalists emphasized.
