In September 2025, the Sviatoshynskyi District Court of Kyiv approved a plea agreement in a case concerning an attempted bribery of an official in the field of state quality control of medicinal products, reported Ukrainian News agency.

"According to the court ruling, in the spring of 2025 inspectors of the State Enterprise “Ukrainian Pharmaceutical Institute of Quality” conducted an inspection of the Indian manufacturer Naprod Life Sciences Pvt. Ltd. The inspection identified more than six significant violations of Good Manufacturing Practice (GMP) requirements. Under the applicable regulations, this automatically precluded the issuance of a positive GMP conclusion", – the agency reported.

Journalists said that Indian citizen Bhargava Sarvesh, who represented the pharmaceutical manufacturer between April and June 2025, contacted an official of the State Service of Ukraine on Medicines and Drugs Control and offered $30,000 in exchange for amendments to the inspection report that would conceal the identified violations.

"In June 2025, the first part of the sum – $15,000 – was handed over at one of Kyiv’s restaurants. The money was documented by law enforcement officers, seized, and later confiscated. A key point in the case is that the official of the State Medicines Service refused to enter into any agreement and reported the attempted bribery to law enforcement authorities. All subsequent actions of the suspect were carried out under investigative supervision", – reads the article.

The Ukrainian court found Sarvesh guilty of attempting to provide an unlawful benefit to a public official, the agency reported. He was fined 622,378 UAH, while previously imposed preventive measures and property seizures were lifted.

Case materials emphasized that Sarvesh’s actions were systematic and deliberate. He had worked in the Ukrainian pharmaceutical market for an extended period and was associated with several companies in Ukraine and abroad.
