From conflicts of interest to Russian links. Ukrainian News agency has compiled a list of scandals surrounding NABU

Information agency Ukrainian News has published a list of controversies involving representatives of the National Anti-Corruption Bureau of Ukraine (NABU). The report includes alleged cases of abuse of office, conflicts of interest, false asset declarations, and ties to Russian citizens.

"The National Anti-Corruption Bureau is on the verge of dissolution. One of the arguments is the agency’s glaring inefficiency and the amount of money NABU has consumed since its creation. In the daily news flow, scandals get blurred—we’ve compiled NABU’s failures into a single anti-rating. It turns out that if you put together the stories of Semen Kryvonos’s 'heroes' into one book, you get the Criminal Code," the journalists wrote.

According to Ukrainian News, the top 10 scandals involving NABU representatives include:

  1. Tymur Arshavin—The informational agency reported that a detective with access to state secrets fled to Romania. His wife and her relatives were found to hold valid Russian citizenship.
  2. Mykola Masliak – According to his own statements, NABU’s official whistleblower was detained on suspicion of organizing drug trafficking. Journalists claim the group Masliak was part of earned over UAH 50 million per month.
  3. Oleksandr Rykovtsev, Stanislav Braverman, and 15 other detectives – NABU employees were found to have submitted inaccurate declarations regarding cryptocurrency. In particular, Rykovtsev’s wife declared over $1 million in bitcoin, while Braverman reported suspicious crypto transactions totaling more than UAH 1.3 million.
  4. Valentyn Shmitko – Head of NABU's unit, who repeatedly declared large sums of cash, in some cases amounting to two-thirds of his official annual income. Investigators later reported he had transferred over UAH 4.3 million abroad.
  5. Mykhailo Romanyuk – A detective who was investigating the “Rotterdam Plus” case while simultaneously acquiring luxury real estate and registering it under relatives’ names. Despite owning a house, a car, and other property, he received a 117 m² apartment through the preferential state program "YeOselya".
  6. Roman Nєdov – A deputy of the unit chief who purchased two apartments and registered them under his mother-in-law's name. His wife later received them as a gift at a significantly undervalued price. Journalists allege this concealed hundreds of thousands of U.S. dollars from the declaration.
  7. Stanislav Braverman – A detective who engaged in a sexual relationship with a witness in a case involving businessman Borys Kaufman. According to journalists, this led to the collapse of two major corruption cases. Braverman was dismissed in June following widespread media coverage.
  8. Oleksandr Dotsenko – Featured in a journalistic investigation as a NABU whistleblower, he was found to be a Russian citizen with a valid passport and a graduate of the Russian Presidential Academy of Public Administration.
  9. Oleksandr Skomarov – Head of NABU’s second main detective unit. According to Ukrainian News, he concealed the Russian citizenship of his father and the latter’s business activities in the occupied territories of Donbas.
  10. Markiyan Slonevskyi – A senior detective who, for several years in a row, received hundreds of thousands of hryvnias from Russian businessman Vladyslav Iskenderov, allegedly as debt repayment. Russian business records list Iskenderov as the sole owner of the Russian company Oniks Grupp, which has operated in Belgorod since 2014 and fulfills state contracts.

"The NABU problem has long passed the point of no return. Only the dissolution of the bureau and a broader reform of the anti-corruption system can put an end to this stream of scandals. After that, the system can be relaunched on new principles that will enable a genuine fight against corruption," Ukrainian News stated. 

Context

In July, expert Oleh Posternak stated that NABU is an institutional mistake that cannot be fixed through superficial reforms. He wrote that the bureau should be dissolved rather than reformed.
